As a trained physicist who has worked as a postdoc at Harvard, I can tell you that a "high frequency gravitational wave emitter" is utter §$%&.
We only recently got to the point of measuring gravitational waves that are created by extreme events in the universe (black hole and neutron star mergers).
Of course, if he means that the gravitational waves he's emitting would be so weak that they'd be absolutely undetectable, then I'm ok with this. The technology for that exists already: Any movement of any mass no matter how big or small creates gravitational waves, so moving it fast enough would create "high frequency gravitational waves". Again, for all intents and purposes, they would be absolutely undetectable.
